Stage approval for a transaction can only be done when all the requirements of it's current stage are fully approved. The set of requirements needed to be approved can very depending on the
transaction's designated next step. If any of the transaction's requirements are unlocked during this process, all stage approvals are cleared. Currently, only one member of an organization
can submit a stage approval at a time.
