Note: Since this function does many things in sequence, it is normal for it to take some time to complete.
This function will create new removal tags. It will search for assets based on the passed in part and serial number, and if it cannot find them, it will create them.
It will try to determine what the asset type of this asset is, but if it cannot, it will assume it is a PART.
The status of the asset will also be updated based on the TSN/CSN included in the removal tag data.
